That means row 1 is missing in #__tags:

VALUES (1, 0, 0, 1, 0, '', 'ROOT', 'root', '', '', 1, 0, '0000-00-00 00:00:00', 1, '{}', '', '', '', '', '2011-01-01 00:00:01','', 0, '0000-00-00 00:00:00', '', '', 0, '*', 1);



Run above in phpMyAdmin, SQL tab.
