A solution is to use nl-NL instead of nl-BE and then setup the languagecode system plugin to display nl-BE in the headers of the page for better SEO.

There is no way I know to globally first load a language and then another one.



At this stage, if the language strings do not exist in a language and they do in en-GB, then the en-GB ones are used.
