There are hundreds of thousands of Joomla sites in use all over the world without this issue. Mine is one of them.
Do you not think that these forums would be alight with users (of all levels of experience) who couldn't log in if this was a universal state of affairs? Do you not think that logging in and out would be one of the first things tested by the developers and B-testers, both on new and updated installations?
Think about this carefully folks before labelling this issue as a bug.
