I believe the errors you are seeing, are actually harmless. The one generated by libraries/joomla/cache/storage/cachelite.php on line 330 should actually be suppressed because the attempt to reference that file is being used as a test, that's what the @ sign on that line is for.

The others appear to probably be referring to comments in language files, however deprecated does not mean unsupported.

Are you perhaps using the Hathor template for your Administrator section? (It is one of the two bundled choices for Admin template.) It drifted into the unsupported zone during the 3.x lifecycle and has become progressively more dysfunctional. If you are using Hathor (bigger buttons, sorta beige-ish-yellow colored theme, very ugly and efficient) please switch to Isis and see if that solves everything.

Otherwise, I would suggest finding your browser's JavaScript console and letting us know whether there might be any JS errors produced while loading the Global Config page.

I was using isis temple all time and tried others too didnt solve anything.

The document will render with garbled text in some browser configurations if the document contains characters from outside the US-ASCII range. The character encoding of the page must be declared in the document or in the transfer protocol."
