It sounds as if a customised authentication plugin is needed. The standard Joomla authentication plugin would still function and authenticate users who provided a password. If the visitor does not provide a password and the visitor has typed in an email address instead of a username, the custom authentication plugin would accept the user as having authenticated.
If the email address is not found from the user table, the plugin would create the user on the fly, update the session with the default user group and the visitor can continue browsing as a logged-in user. Not a common way to do these things but possible.
If your team is in early stages, instead of Joomla 2.5, they should install the latest version, 3.3.6. Joomla 3.4 will be released shortly.
