Joomla 3.1.5 was released in August 2013 and is woefully out of date now and should not still be in use.
Joomla passwords are stored in the database hashed with phpass which if I recall uses a bcrypt algorithm (I may be wrong on that and stand corrected if so).
I am unaware of any suggestion of plain text passwords stored in the file system and I suspect these boards would be ablaze were that so.
