Ran \cli\deletefiles.php from the command line and /administrator was completely No Avail
Ran \cli\garbagecron.php from the command line no change
Overwote Joomla core files with those from the full package
Noticed an error when accessing front end about jcomments so renamed
\components\com_jcomments
to
\components\ccom_jcomments
Success ... accessed /administrator and fixed database.
Going to try update with jcomments un-published ... then rename the folder before updating.
