I had this same issue. I received a message the installation was complete, and the plugin was shown to be enabled in the plugin manager. But there was no "install from web" tab, even in different browsers. Plus, if I refreshed the page, the "installation successful" message went away and the option to install the "install from web plugin" reappeared!
Here's how I got it to show:
1. Go to the Plugin Manager and search for "Install from Web"
2. Click on the Install from Web plugin to open its setting options
3. Change the location from first (the default) to last, then switch it back.
4. Click Save & Close.
5. Go back to Extension Manager -- your Install from Web tab should be there.
I think this is just another form of forcing a refresh in the Joomla Admin panel, but it worked for me, and I hope this helps someone else -- I about ran myself crazy with this!
