I don't think this will ever be possible because the image height, line spacing, paragraph padding and test wrapping all have an effect on the spacing around the image.
If you remove the paragraph padding, and add 1em space to the image bottom margin, you will see that the space is still larger on bottom than top.
This is because of the line spacing and how the text is wrapping around.
You could try to change the line spacing, but if you get it right for this image, it may not work on another page &image because of how the words wrap and the height of the image.
The best thing to do is to add a larger space around the image top/left/bottom so that these small spacing issues are less noticeable.
