Administration Joomla! 2.5 • Suspicious Email behavior

I have problem with users reporting they receive unwanted emails. For some reason system sends email to certain users informing about new user registration. These are email which normaly should be sent to the admin only. I have people reporting this and asking me to get them off the mailing list.
