That might be true for the title setting, but it applies to all settings. On the other hand the settings at the menu item level are ALWAYS the first to look at. Only at the menu item level you can specify for each setting to go to component(called global) or set it to show or hide (which overrules any other setting). This is true for any menu item type.
I still find it strange for the article settings to be ignored in the case of the Single Article menu item type. This means that you can only use the setting at the component level (the default option) or explicitely set to show or hide at the menu item level.
I recall from earlier research that settings also had the state of unset. In that case it would start with the component level, merged in the article level and as last the menu item levels. With only the ones actually set this would result in expected behavior. The tmpl/layout would provide the programmatic default for those still empty settings.
