Assuming you access your footer word with your TinyMCE editor, highlight the word and click on the chain symbol to add the link to your privacy page. (You will need to create a menu that contains a menu item that links to that privacy page but you don't have to keep the menu published.)
The Banner component has a click url box that you can a link in so that any click on your ad will lead to where you want it to go.
