What you're asking for is a combination of both a template (to enable drag-drop and action-triggering on a wide variety of data-holding UI elements), and a very robust calendar app with quite specialized functionality. It's a quite big project and I'd be pleasantly surprised if it already existed outside of Google Apps, Outlook.com, etc. You'd need an immodest budget to commission such a thing.
