Ah yes.. now that is it then.. at least in 2.5 it works like that.
When you have it multilingual, (fr-FR besides fr-CA) you'll need the translated files..
The Language code plugin will do when monolingual or the language is not used in an above (fr-FR and fr-CA) setup...
You can when having en-GB and fr-FR and want to change into en-US and fr-CA though..
By the way, I get a 403 on your link in your signature....
