Eventually I checked the ordering of Categories—this was my problem. Despite ordering appearing to be a simple thing you can change in Featured Articles, Category order is overlaid on any order you set.
Maybe this is useful for some people in some situation, but it feels like just another unnecessary complexity/ambiguity and contributes to the feeling that Joomla! is working against you. It just seems wrong that Featured Articles can show you an order which won’t necessarily have anything to do with the actual order!
