Migrating and Upgrading to Joomla! 3.x • upgrade new site from 2.5 to 3.x error

I am working on a new Joomla site. My host only has 2.5, so I did the first upgrade to 2.5.17. Then I followed the instructions on the upgrade to 3.x. I immediately get this error;



Fatal error: Call to undefined method RuntimeException::get() in /home/content/46/7685246/html/libraries/joomla/error/error.php on line 803



Do I go directly from 2.5 to 3.x or do I first upgrade 2.5 to 2.5.17 then to 3.x?



I have nothing to back up as this is a new site and I want to work in 3.x and skip 2.5 all together.
