No it is not the only way ... there are 2 extensions that do it in one go. One of them is non-commercial the other is commercial but I posted what imho was your best option.

And that will be a big issue unless you use an extension(or tool) to export/import ... because the 1.5 database has a completely different structure to the J2 and J3 series.

If you use Akeeba to make a backup of the original site that will make it easier to install it in a sub directory (or on localhost if you wish to use xampp, wamp (or for mac mamp).
