This is a very weird and apparently random problem. It seems to happen on sites with only one language as well, but not on all sites. I've now seen complaints in different forums, can reproduce it with one site, but not with others. It's not template related. Even happens with default Beez template.
There is a tracker-item http://joomlacode.org/gf/project/joomla/tracker/?action=TrackerItemEdit&tracker_item_id=33011&start=25 also, but still no solution.
