I confirm this and have posted this on the Tracker and in the Bug Squad. During pre-release testing this was working properly (I know since I was part of that testing) and somehow this has sneaked in again.
Work around: First use the Joomla upgrade from the installer normally and test. If issue arises that 'remember me' is not working than ==>
Go to Extension Manager==>Install from URL==>paste: http://joomlacode.org/gf/download/frsre ... ackage.zip and hit the 'install' button. I have tested this on several sites and this resolved for me
