It is a better option. Alternatively, you could apply multiple patch files (i.e., from 1.5.23 to 1.5.24, 1.5.24 to 1.5.25, and 1.5.25 to 1.5.26.)
Be informed that there is a security hotfix that was released after 1.5.26 as mentioned at http://docs.joomla.org/Security_hotfixes_for_Joomla_EOL_versions. You have to apply this patch also after upgrading to 1.5.26.

Generally, it is recommended to do the upgrade in a test environment and testing it thoroughly before doing the upgrade to a production environment.
Also, it is highly recommended to take a copy of the site files and the database content before the upgrade.
