If caching is enabled in Global Configuration under the System tab, it can look like updates do not take effect until 15 minutes later. Try using the option System - Clear cache, to see if that is the case, but you must also refresh the browser cache by reloading the page.
Some templates have also an inbuilt caching but they have an option to clear the server cache.
