Two thoughts...
MyJSpace allows you to provide individual user pages. It is built for folks to manage their own page, but it appears to be very configurable, so you may be able to restrict editing.
The other option is to use Community Builder and place the individualized content within a custom CB text field or fields. Their "My Private Page" would actually be their profile, but you can put their individual content in its own tab and make that tab the default or first one displayed (with their actual profile in other tabs that are not set as the default view). Since you can easily make CB fields viewable or not viewable to others, you would get the individual user protection you would need. You would probably need to do some styling with CB.
