General Questions/New to Joomla! 1.5 • How to add Melbourne timezone settings in joomla 1.5.26

I checked under Global Configuration -> Server -> Locale settings but no time zone for Melbourne Australia, I know we can manage the default timezone from php.ini file but I am not allowed to change it like this way. Please let me know how could I manage this in Joomla 1.5
