The problem is that you are using Apache2handler. This means you cannot use the installer since the files are owned by Apache and not the user. You will have to enable the ftp-layer in your global configuration and than it should work.
However as you stated: You are on a free host and Per is right in one thing this server is badly configured. Simple advise is never to use a free host for sure since it is always a high risk and gives you these kind of problems. You are not allowed to changed the permissions to anything else than 755 and 644. Those are correct now.... Ownership is wrong and again because of this badly configured server you will need to use the ftp-layer.... such waste!
