General Questions/New to Joomla! 3.x • CSS Files not connecting properly

Hello! I have a joomla site here:

How come when I make edits to the CSS it doesn't work? For example if I make edits to this file or even delete it, nothing happens:

Very weird, any help would be appreciated.
