I just installed a fresh 3.2.1, configured to test for the problem, and still saw the problem.
I installed Sander's patch and tested. Now the missing buttons do appear, so this patch does solve the immediate problem.
The secondary problem that I noted (and Webdongle quoted) still persists despite the patch - but that seems to be a detached issue which needs to be addressed separately.
@Sander: I will continue testing so I can verify this patch on the Joomla Tracker. You touched code in a lot of files and several components, so I think testing should cover several permission settings in each of the affected components (just to cover all bases).
@Alcius, et. al: I would expect this fix to be in 3.2.2, but for 3.2.0 - 3.2.1 you should be able to get around the problem with the quick fix I suggested.
